читать дальшеFollowing the submission to the CFCE of plans for reordering and to provide a tomb for King Richard III, the commission have decide to defer their response at the time. They seek more information on key aspects of the scheme which we will seek to provide.
David Monteith, Dean of Leicester says:
Leicester Cathedral recognizes the complexity of the case the Cathedral Fabric Commission for England (CFCE) is having to deal with and therefore understands why, at this juncture, the Commission failed to reach a verdict on our comprehensively researched proposals for a tomb for King Richard III as part of a major reordering of the Cathedral.
We are disappointed but we appreciate that it is rare for a major application of this kind to be approved at the first discussion owing to its complex nature.
We look forward to continuing to work with the Commission and other partners to find ways forward that command the maximum support, whilst meeting the needs of our working Cathedral for the 21st century.
It is estimated that the works necessary to provide the tomb and its place of honour will take six months, so this development does appear to rule out a reinterment date before summer 2014 at the earliest.
We have also consistently stated that final decisions must await the outcome of the Judicial Review and we fully respect that legal process. We remain committed to continuing our collaborative preparations to prepare for a dignified and timely re-interment of King Richard III in Leicester Cathedral, with the prayers of the church.Statement on the application from Leicester Cathedral
читать дальшеThe Cathedrals Fabric Commission for England is the body set up to provide planning regulation to cathedral buildings under the Care of Cathedrals Measure 2011. On 24 October 2013 it considered an application from Leicester Cathedral to allow re-ordering of the interior of the building, creating newly defined spaces for worship and also a space for a tomb to hold the remains of Richard III, whose body was discovered in Greyfriars Priory, Leicester, when the site was excavated last year.
At its meeting the CFCE was unable to reach a decision on the plans submitted by Leicester Cathedral. Primarily this was for two reasons:
• The Judicial Review on the exhumation licence will take place on 26 November 2013. Until this has taken place there is no certainty over where the remains of Richard III will be buried.
Without this certainty the CFCE could not give permission for internal building works which included a tomb space.
• The re-ordering proposals include alteration to the furnishings scheme installed by Charles Nicholson in 1927. The relative importance and heritage value of Nicholson’s work has recently been subject to renewed study. Concerns over alterations to the scheme at Leicester, one of Nicholson’s most complete and largest pieces of work, were raised by several Amenity Societies who are statutory consultees to the cathedral planning process, including the Society for the Protection of Ancient Buildings, the Victorian Society and the Twentieth Century Society. The CFCE agreed with these groups that further study and discussion is needed on the treatment of Nicholson’s scheme.
There is strong public interest in this case, in particular the design of the tomb and tomb area. All public responses were presented to the CFCE and their contents taken into account. The issue of the design of the tomb is in abeyance until the application is re-submitted to the CFCE at a time chosen by the cathedral.
The Rt Hon Frank Field MP, Chairman of the CFCE, said:
“The case at Leicester has raised national interest and excitement. However it is the job of the CFCE to look at each case on its own merits and consider the impact of proposed works on the heritage values of the building and on the primary purpose of all as centres for Christian worship and mission.
On this occasion we decided not to determine the case because of uncertainty over the fate of the body and the need for more information. We remain committed to working with the cathedral and other interested groups to achieve the best outcomes for the cathedral and its communities.”
These factors do not mean that the project to re-order Leicester Cathedral will not go ahead. The non-determination from CFCE means that in future plans will have to be re-submitted, following detailed advice from the CFCE. The CFCE knows the importance of the cathedral to the city and people of Leicester, and the huge amount of interest and pride generated by the discovery of the remains of Richard III. The CFCE can only consider applications put to it and each application is judged purely based on the impact on the heritage and liturgical use of the building. Each case is considered on a unique basis.
